I've heard that it is an exploit to use a character to gank until negative security status, biomass, and repeat to avoid negative sec. status, but what about using a neutral alt in order to be used as a scout/warp in point for another account, then biomassing and creating a new spy so that they cannot be seen/recognized from local? I.E. once recognized as the gankers alt, biomass and repeat, thereby eliminating any chance that targets have to identify enemies?

Why even ask the question? Why not just roll along until some one says something, then ask them to prove it or blow it out aft exaust vent?

Unless of course, you're the alt of a butt hurt miner without a NO permit.
Not that I'm a ganker... or a miner... Just saying...

The answer is, "Does the scout alt have negative sec status?". The rule is pretty clear, recycling characters to avoid the effects of outlaw status is against the rules. Since acting as a warp-in doesn't generate a sec status loss.....

7.2 CAN I AVOID PVP COMPLETELY? No; there are no systems or locations in New Eden where PvP may be completely avoided. --Eve New Player Guide

Not everybody knows this but we've always encouraged players to contact our GMs through support tickets before doing something they think MIGHT be an exploit. This is a no-strings-attached service to help you stay on the right side of things while enjoying the fruits of your creativity. Our GMs will give you a ruling on whether you can proceed or not, and all communication is of course in full confidence.
