capsule kill value should be based on clone level

I dont know what its based on now but it never seems to be more then 45k ISK.

When I kill a dude from 2006 with a 200m bounty its pretty dumb to get a 4000 ISK reward.
it should be based on his clone level or something that makes sense so the payout is actually worthwhile.

Could base it on the cost of the clone Grade, like Tau is 30 mil or something like that.

Maybe add the value of implants also.

They don't do that so people (a/k/a goons) don't manipulate the value of worthless implants and cash out their own bounties.

Which is why I suggest clone level which has a fixed value that cannot be changed.

I think using the clone level makes sense, aside from the fact that clone level (and therefore skillpoints) could be calculated from the value of the bounty returned, which may be something CCP wants to avoid.
