Recycle banned accounts and thier assets

Auction or lottery off banned charters and allow name change of those Charters

Implement a system that you have to be playing the game for 3 years to take part in this auction or lottery system.

Reward loyal eve players auctioning off or given away as a lottery.

Entry can be a new account made as power of two type system from an account 1 or 4 years old or the pool of accounts would match the age of the account getting a new account.


or create a second chance program for those banned. Send them an email to play eve again. properly

Those permanently banned, are so for good reasons.

Their assets should remain lost, this is what happens when you do stuff that gets you permanently banned.

Not to mention that those seized assets can be helpful during times when CCP needs to ... intervene ... in the market to prevent Very Bad Things™ from happening.
