I'm about to make my first loan, what are fair terms for a 1B loan with collateral, how much collateral should I ask for and whats a good %.

With full collateral, you can offer a very low interest rate. 2-3%

Just in case this isn't obvious to a new borrower: "good collateral" should really be in a hisec station in Jita-contiguous hisec. If it's a speculative trade good, i.e. it's subject to wild swings in valuation, it'll probably be worth less.
