Buddy program exploit?

I've always wondered if its an exploit to create buddy accounts with no intention of keeping them. For example, if I was a US hoverment employee on furlough, and I created a buddy using my mains PLEX to activate (essentially giving 30d to both) then fouling my income until the government starts up again. Then let the buddy drop after that.
