Issues, Workarounds & Localization

Since some update many weeks ago, I have a graphical issue that can be shown here: http://imgur.com/27XqPxT . It only happens near gates and it's also making the game laggy. Also, if I don't have any UI window opened(market window, inventory, etc), the whole screen will become bright for less than a second, like a spark. It is kinda similar to a broken bulb that blinks once in a while. Finally, most of the item icons are broken, here's an example : http://imgur.com/Y73tsxi . That one is almost giving me a trypophobia attack (j/k but almost).

I cleared the cache multiple times, though it could be (for the first issue) a driver issue. I'm kinda wondering as well if anyone else had/has similar issues. It's not game breaking but very annoying for the most part.

Drivers are up to date. I play in fixed window. The repair tool was ran twice since I've seen those issues, without success. I did rerun it today to make sure I'm not an idiot, but those issues are still here. No error from the repairer.

EDIT : I must add I had terrible driver issues this summer where I downloaded the GeForce experience drivers. I basically tried 4 of the latest stable versions, but my PC would crash randomly while playing games like Borderlands 2, eve or Starcraft 2. It improved the quality of the game but the crashes made it impracticable. I reverted back to the default drivers that were shipped with this laptop and all those crashes were gone. At least 1 month happened after the revert before I started to have to issues detailed in this thread.
