Lag in decrease of broker fees after improving standings?

The profit margin on Mackinaws finally went down, so I decided to start doing a little station-trading in Jita to keep the plex going. Of course, my Caldari standings kind'a sucked, so in between trades I ran a pile of courier missions. (You can stack up an IMMENSE backlog of hauly missions. Go to Niya, grab a couple, run them, get more missions from the distro agents on the way... half an hour later you've pulled a storyline AND have eight more regular missions to finish! It's exhausting.)

Sorry, I babble now and then.

ANYWAY, I ran my hauly missions and dragged my faction standing up some and got back to Jita and ran more orders, and my broker fee was .59%. Woo missions!, I think, and run orders for a few days without really looking again at the number. Today I looked again ("oh look number on-screen read number"), and the broker fee was .56%. Which is not the SAME as .59, unless the Caldari State uses strange accounting practices.

Anyway, it leaves me wondering: does the effect of standings on broker fees maybe take a few days to fully express itself? Something like how adding/kicking people from a corp takes a few days to affect its faction standings? Or have I been doing hauly missions in my sleep?

When ever a question comes up like this often the answer is clear the cache and reboot.
