In theory, yes. But try to even find a Caldari Navy Invuln, or a Imperial Navy Capacitor Power Relay ANYWHERE, even two weeks after the mirror goes up. Good luck. I know that SOME people, the first thing they do is buy up EVERY Meta 10+ item on market, just so noone else gets them. And you know who you are, Meta-whores.
But lets call a spade a spade.
It's probably the same people who are constantly called out for ganking outside stations, in non combat systems, etc etc.

Hmm maybe its time for a script that locks non-consensual combat outside the combat system?

I do manage to get a few shiny items from time to time on sisi, but never the big meta items. I do have this to say about the whole "seed faction/deadspace/officer items" thing though. Not everyone has the elite certificates required to fit t2 items to the ships they want to test. And sometimes, you do need to save on CPU or powergrid to fit that last 1400 t2 howitzer, or whatever. If there was any reason to seed deadspace mods for me that would be it. I dont normally have fitting problems, but thats a pretty good reason to.

I want deadspace mods seeded so I can do things that I can't normally do on TQ; like Level 5s without getting ganked, 10/10 deadspace complexes without getting ganked, wormhole sites without getting ganked and with confidence... you see where I'm going with this.

I don't have uberbillions of isk lying around like other space cartel capsuleers, so I have to resort to insurance fraud too just to be able to scoop up a few precious items.

So should there be some leeway on the deadspace items, yes, i think so, but I also do understand CCP's hesitation in doing so. I was around last time they were seeded and yeah I heard of the chaos in the combat system, even though I didnt participate.

Sometimes a knife right through your heart is exactly what you need.

Ganking on the test server is far too silly for you to need extra protection. First, with just 100+ people online most of the time, it's easy to avoid people since you'll be mostly alone and everyone entering the system shows up on local. Second, everything is 100 ISK, including the implants, so every gank is just a minor annoyance.

Third, for the rare cases you do need money, it's easy to make. So I advice you to just roll your eyes on people ganking on the test server. It's not as if they could do more then cost you a little bit of time even in the worst case.

But about the other thing, the thought of people going around uselessly buying tons of stuff just to hoard them is kind of funny, in a deranged kind of way. Sad that the testing has to suffer a bit, but with humans being humans, this is just business as usual.
