ok, i tried sending a message from another character that is not on this account and is not a contact of this account and it worked fine. I am not blocked for any reason that I am aware of, and have not experienced this issue.

There must be some glitch going on.

If you want to back out of the deal I am more than happy to send the isk back once i can get on the eve client this afternoon/evening.

confirming problem was solved, evemail with acct info got through.

awesome, i got it. I will start the character transfer over my lunch break here in a couple hours.
