CCP - Possible Orca Change?

Actuallly it has everything to do with it being a sandbox. Dynamic configuration provides more functionality from a single platform without the need for introducing a new ship class for what this ship is already used for to a large extent. It simply allows for replacement of an ore bay for something more universally useful.

That is the epitome of a sandbox.

Only the hard drugs for me!

I'm not sure how we got to this making the Orca overpowered.

Additionally, I am not sure why we would not want mor versality in a single ships role to provide for more options (expansion) of its use.

Leave the booster capability only for mining if need be and just allow it to be a support ship for combat (troop train and ammo can, and maintenace).

It already does all of those things. You don't need to add subsystems for it to do those things. Voila, versatility.

You don't want expansion of its uses, you want a buff to the uses it already has. It already hauls a shitload of stuff, with additional space for ore. There was recently a large thread about tanking it. In that thread you can see the amount of tank you can get and still have 90k capacity, or the massive capacity you can have with little tank. Giving it even more storage and the same tank would be overpowered as hell.
