Hey man - good luck. Just my 2 cents - level 4s are about survival first and then turn/burn to max isk per hour.

Starting out, I would recommend the SNI - it can almost match the RNI in DPS (though the RNI beats it in volley which is in itself a time saver) and can pack a much larger tank incase things go bad. Use your primary weapons (missiles in this case) as DPS and light drones to take out any frigates that might scram you.

Once you feel comfortable with them, start blinging a ship to run them faster. I run a deadspace / faction fit RNI with enough shield rep that none of the Level 4s can break it. Get the right set of mission (I'm milking 3 Enemies Abound right now) and you can turn 80-100M/hour. It's not great compare to say wormholing but there is basically little risk and you can easily Plex in a week with casual gameplay.
