Trust will be an issue, I will try to deal with it but for now, bounties could be set, then number of times the client wants them killed, kill mail can be checked against current prices to prevent fraud, so 1 bill in the pool, 10 kills each kill pays out 100 mill, simple. You then of course need people to actually handle the isk to pay it out, that would be taken care of by myself as a test, if it works out, then I employ people to help handle this, they could also form the political body needed to ensure everything is handled in a professional manner and not just myself plugging in who ever I want, that part about just adding people to its kill database was a joke.

A voting system can be created, or a general political body can be formed for all of highsec, we can then decide who or what needs to be dealt with.
