Multitasking to 3 = 10 Targets.
Multitasking to 5 = 12 Targets. While all ships max out at 10 or lower naturally, there are mods that can increase this number to 12. So this is not a useless skill to train to V, it's just a niche skill as it won't often be used.

No matter how much fiddling CCP does someone will disagree with how they setup the certificates. This feature promotes CCP's opinion over those of the players who actually play the game.

Of course there will be disagreement. Let's point out things we disagree with, and CCP can adjust things where a large majority disagree with them.

I feel the 'Elite' category should be based around having all important skills to level 5, and all 'fringe useful' skills to level 4. Example, I don't think it's an issue to not have Gallente Drone Specialisation to level 5 if you want to be an elite Enyo pilot, but as the ship does have a drone bay, I don't think requiring Drone Interfacing 4 is unreasonable (and if that's not a requirement, IMO it should be).

I support the New Order and CODE. alliance. www.minerbumping.com

The issue is where do you draw the line? How should someone training his char following the certificate "guideline" know that some skills are very useful at level V while others are a complete waste of time?

That is something a player works out for themselves. In time if you don't like the guidelines, or levels involved....well then make your own path really.

TSM needed for shield an elite cert atm for example. I will never have this cert. I will never have TSM 5. When the threads backing it as useful are heavy in the math and assume a "fair" fight its a bad argument. But that is me and my experience. Bleedthrough or no bleedthrough of damage when my say rokh is called primary and 20+ peeps answered the call a non issues. If bubbled/tackled....I am going boom. But I blob when I pvp. That TSM at 5 may work for a skirmisher not being shot at by 20+ bs'. I got the 4 to get my t2 mod fit and moved on.

And there is always our friend EFT (or his siblings like pyfa). want to see if a 5 is worth the train, adjust the value in eft. Also learn to use its dps graphing....not all numbers jump out you and you have to see curves sometimes. This is why maybe if still playing eve years from now I will 5 some skills I don't now when bored. ATM I change their value in eft, I don't see omfg improvement in numbers. I then go lets put that 25 days to train somewhere else.

Guidelines are guidelines....not do this or else. The new certs will be like the old certs. take what you like from them, throw out what you don't need/like.
