CSM! Are you fine with hisec POCO control?

We find the CCP proposed POCO changes to be quite acceptable. I do not use that statement lightly.

All highsec pocos will still charge a 10% NPC tax that players will not be able to avoid. Player owned pocos cannot set the tax rate to 0% and avoid taxes all together. The player set tax rate is added on top of the 10% NPC tax - as described in the dev blog.

"The NPC tax will continue for hi sec POCOs (as we want low sec POCOs to still be competitive). The tax rate stays the same, at 10% for export and 5% for import. This is then in addition to whatever tax the player owner sets."

This has the effect of only ever increasing the highsec PI tax rate. Combined with the destruction of interbus pocos creating a massive interuption in highsec PI supply this essentially makes highsec PI less profitable for the average players.

Certain cartels will however be able to seize control of the important planets and be protected behind a 500mil wardec shield - thus limiting the ability of lower income players to challenge them because of that barrier. I also have no problem with players only getting NPC aggression for shooting the Interbus POCOs - as those will take forever to clear out of highsec, and there is no precedent for NPC aggression causing suspect flagging.

I hope that CCP changes their mind and remove Concord from any intervention on POCO's in HS, in other words go down the route of making anyone who shoots it a suspect. If there is a war dec then the suspect flag is not applied. This would make it a lot more interesting.

Something bothers me greatly about 0.0 POCO's, in my travels around 0.0 I have come across a lot of POCO's from previous owners that have been left there even if the system SOV has changed, but there is a rule that if you are not part of the Sov alliance you cannot setup a command centre. Is there any chance that CCP can modify the rule so that the alliance rule applies to planets where the sov alliance has setup POCO's? If you want to create conflict around HS POCO's is it unreasonable to ask for something in return in Sov space?
