Issues, Workarounds & Localization

I had a search but couldn't find a solution to this.

I had EVE working fine on my computer.
I formatted and reinstalled windows 7 and installed all the updates for it.
I installed Eve via the downloader.
Now when i run the game the launcher loads fine and checks for patches etc as per usual.
When i click on ' Play ' the game briefly loads a black window then crashes to "CCP exefile has stopped working".

I'm wondering if i am missing some files that are required to run eve.

Can anyone help me?
What utility programs does eve require? (I.e C++ redis.. , .net framework versions, etc)
