WTB Starting Character/Hauler 1.5 B Budget

Good day,

As the title implies, I'm seeking a starter/hauling character. Minmatar would be preferred but not set in stone and cloaky skills would be a big plus.

Character must be female, have an empty corporation history and please keep in mind the 1.5 B budget.
