If you go back and watch Seagull's presentation at Fanfest you'll get a quite good explanation about the two different scopes that CCP uses for development.

A shorter (aka 6 months) release cycle within a longer (several years) plan.

While each release is focused on some theme, it does contain changes in several areas, and most of them in line with the longer plan.

Each release also contains several changes, recoding and updates behind what's visible in the release, but that enables stuff to be developed and release in later expansions.

Drastic changes, like ring mining, modular POSes and such can't be developed and released in a single release cycle, not even if they had decided to forgo everything else for 6 months.

Larger changes happens bit by bit behind the scenes, and will not be shown nor really spoken much about, except in vague general terms, until the backend is in place to make it possible to release in an upcoming cycle.

CCP Greyscale: As to starbases, we agree it's pretty terrible, but we don't want to delay the entire release just for this one factor.

This.. and then Eve is reborn

One of the bitter points of a good bittervet is the realisation that all those SP don't really do much, and that the newbie is having much more fun with what little he has. - Tippia
