This issue:
The Eve Launcher cannot update a directory from which processes are running. Please close the following process: eve.exe

I couldn't find any straight forward workaround so I figured I could give it to ya.

Note: I will NOT in any ways, hold responsible for your actions as you attempt to use the following workaround.
Note: I will not be held responsible for any damage you will make to your computer

Open up Task Manager:
The following link enplanes 6 ways of opening Task Manager
http://www.howtogeek.com/66622/stupid-geek-tricks-6-ways-to-open-windows-task-manager/
You could:
Press and hold down Ctrl
Press and hold down shift while Ctrl is also down.
Press Escape while holding down Ctl and shift down.
Release all keys.
Ctl is the Control Key on your keyboard.

In the tab called Processes ( I believe you will need to press some advanced view if on Win8 before accessing Processes Tab ), find the file or files named as 'CCP' or/and Eve, in the Image Name column.
There should be a column on the right that is called: 'Description'
The Description of the file you are looking for should contain: 'Boostrapper' along with some more details.
When you have found the file, highlight it and press: End Process.
Note: If, in any case you ended a process you didn't intend to end, rebooting the computer should fix it.
Now try and reopen the Eve-Online launcher.

Do correct me if I did something wrong.
