In a dual monitor setup eve clients maximize to wrong monitor that is OFF

My setup is as follows.

system: .. Windows 7 pro, AMD graphics card.

monitor one (TV) on my left that is mostly OFF. I never multitask games there. (in windows this is the main DISPLAY)
Monitor one my main PC display that is allways on. (in windows this is secodary display)

The prblem:
Lately I've been having this problem that when I minimize my eve clients it maximizes them up to the secondary screen at a different resolution even tho I opened them at the primary monitor. The problem is that the secodary display is suppose to be OFF for most of the time.

NOW my mulstitasking totally BLOWS when the eve clients decide to jump to the closed off display so I have to open the screen to get them to the right one.

I sometimes get this same problem with other applications as well like a web browser. IT usually happens when the secondary display is OFF.

Any ideas?

Do not turn it off?

Also:
* What drivers do you use?
* How did you configure your setup?
* What are you display & graphic settings from the game?
