Do better salvaging skills and equipment ... ?

improve your chances of salvaging something? Or just speed up how long it takes to get the salvage?

Just speed up.

The salvage you're gonna get is predetermined at the moment the wreck is created. The skills and modules and rigs just determine how good the chances are you access the wreck instead of failing.

You need to train the skill Salvaging to L3 to access T2 ships and if you want to access Sleeper battleships, that will mean training up to L4.

Okay, so what you are saying is that I would eventually salvage exactly the same things with Salvage skill 1 as I would with Salvage skill 5 + Salvager II module (except for Tier II as mentioned above), I'll just clear the field faster with the better skills and equipment.

The salvaging skill increases the chance of salvage. Higher the level the higher the chance.
So you will get more salvage faster with higher skills.
But it will be the same stuff you get - regardless of level.

What you get from salvage is not based on your skills. Salvaging is chance based per cycle of the salvager module. Higher skills and better equipment improve the chance you will get the salvage on that cycle. Some ships, T2 and Sleepers, start with a negative chance to salvage, so if your skills are too low you will never get the salvage.

With a brand new character it takes around 22 hours to train salvaging to level 3.

Don't overlook rigs either. Even when i had poor skills i was getting sleeper salvage because i was using the corp noctis with salvaging rigs. When i used the destroyer i got almost nothing and hence put some more time into salvaging skills.

Elite NPCs in highsec also require a minimum level of 3 to salvage them, the salvager will simply refuse to run on those if don't have the skill high enough. For sleepers, it's level 4 if you ever need to salvage BS sized wrecks, but by the time OP gets there, I think he'll eventually have it trained Blink
