There's no secret tactic or vet conspiracy, I'm not even a vet.

The Drake isn't a fast ship, at any rate, it's a brick. It doesn't have a speed to take advantage of transversal and as a shield tanker, it has the sig radius of an elephant on a bowling lane.
The fit I linked probably isn't the best, as I said it's over-tanked and omni-tanked, using mission specific hardeners would probably get slightly better results.

The MWD can be replaced with a TP to help shooting the frigs if you don't have drones.
In that case, starting from a brand new character with no implants and no remap, it takes a whooping 21 days to fit that ship with the following skills:

Light Missiles III
Heavy Missiles I
Missile Bombardment III
Shield Management III
Missile Projection III

Hull Upgrades IV
Shield Upgrades IV
Energy Grid Upgrades IV
Weapon Upgrades IV
Tactical Shield Manipulation IV (longest training time with 3d12h)

For a whooping 2.16m SP, the result is a 62.5k ehp passive-tanked boat, with a peak shield recharge at 157, it can hit up to 47km, dealing 133dps with 1132 per volley with scourge for less than 100mil ISK tops.
After only 21 days, this boat has a very good chance of whistanding most L3 missions. Other ships might get much better DPS and complete missions faster, but requiring more micro-management for reps and cap.
Again, it's not a super-tinkered fit and it can only do better with improved skills, but it's a solid start and should be fairly easy to use in PVE.
To continue the skillplan, there's a serious lack in Missile support skills and the shield compensation skills can bring a little bonus, but it's a T1 hull with T2 tank and no level 5 skill, well within the reach of young players.

Its my second month in the game. Your comment is something unbelievable for me. How long does it take u to do lvl3 Angel Extravanganza (not lvl4) ?? in the Drake... and please share your fit also.

I never timed it.

I've posted my fitting many times in the past. It is no longer relevant with recent changes to the Drake.
