How many offices in NPC null stations?

From everything I've read on evelopedia and other sites there are suppose tobe 24 offices availabe in every NPC station.

Currently I was planning to start a corp and rent an office in a certain NPC station in null 0.0 and found that there is only 1 office availabe yet I counted only 15 corps on the office tab. (total of 16 available)

Im aware of how the rental fee mechanics work based on number of offices availabe and talking to some of these other corps the rent has now escalated to over 200mil per month.

Why isnt there 24 offices available in this station?...is this a bug or is this typical CCP where they dont document there game mechancis accurately.

Can anyone confirm if its suppose to be 24 or 16 offices in NPC null stations.

If they want to get people out of hi-sec and into null..at least make it a level field for office rentals.
