So this means GM Spiral will be giving the buyer a faction fitted nyx and banning the seller right?

(with no review by a 2nd GM)

I just want to make sure i understand the current eve rules correctly.

Probably, then CCP will announce a new ToS "clarification" where killing something you just sold to someone is a bannable offense and try to pretend that the rules have always been that way.
