What are you talking about? I never said they were PvE items, just that they are not PvP items.

The very reason a player would use cloaks or stabs is because they are in a PvP environment. It is perfectly possible, and even acceptable, to be in a PvP environment and not want to PvP. In fact the hunt, chase and evasion of actual combat is still PvP.

Yes.

However FW plexes are designed just to allow people to pick-up their fight: you can know who is coming and decide if you want to engage or not. But this doesn't come from WCS or Cloack modules. FW plexes are designed so on purpose, to discourage blobs and improve 1vs1 or small gang fight. We can like or dislike this apporach, but works as intendeed

You can remove everything, people don't willing to engage (doesn't matter the reason) will not engage. Period.

The mistake was removing rats from plexes. Players can be stupids and keep yelling "less rats -> less pve -> more pvp" but for a game designer/DEV should be obvious as putting an in-game resource (plexes) and setting NO (zero, nada, nicht) requirement or filter to harvest this resource is not a good idea.

They should keep in mind this is EVE not WoT or Planetside 2

Cloaks aren't the problem. As a guy who ran 4 accounts and abused the mechanics to make isk even while being chased I think there should be a faster rollback on the timer. Its ridiculous, atm even if someone commits an hour to chasing me, I can still complete a Plex, due to the fact that it takes longer and more effort to find me than it does for me to warp to a random plex in the system, by the time they've found me I've chipped 2 mins off plex #7742. I've had people chase me over 100 jumps and still made decent isk at no risk

Balance timer rollbacks

So you can still use stabs or cloaks. You can still leave a plex without a complete rollback, but give the defender an advantage in the timer. Slow countdown to even when no one is at the button, and faster countdown to even when the defender is in the plex with no one willing the challenge.

The mechanics of the timer have nothing to do with it being a sandbox game. Its simply a bad mechanic.

I will repeat what I have said elsewhere: make NPCs too strong for stabbed/cloaked players in scrub frigs. If the possibility of dying is present from an NPC in each plex then it will encourage larger commitments.
