Question, does a fleet booster flying a command ship have to be in same pocket, or can they boost from a different location?

What do you mean by pocket? If you mean do they have to be on the same grid (ie, on overview) then no they don't. If you're asking if they have to be in the same system, yes they do.

They have said many times that they want to change boosters so that they have to be on-grid. In fact, that was apparently one of the reasons behind the command ship buff...
