WTB: Pilot with access to Caldari level 3+ Locator Agents

Looking for a pilot with sufficient standings capable of utilizing lvl 3+ locator agents in Caldari (at the very minimum but also Amarr desired for a huge plus) space. SP does not matter. 0+ security standing, no bounty, no non-npc corp history preferred, no killrights, positive killboard (or non-existing), free to travel through any space (no negative faction standings). Please post eveboard link and price. Thanks.

P.S. Ability to operate covert ops may be considered a plus but not required.
