I don't want to just trot out techniques that other people spend time and effort (and risk) developing but don't use a covert-ops for it theres a better ship than that.

Haha, way to be confined to "in the box" thinking. Believe me, it's very possible to do C5 escalations without a loki.

The Recons have a bigger web range but the tank will be pretty lame?

Also the Loki web range is 35km without booster (which I wont have). I suppose I'd just be keeping it 14km from the carrier (towards the Guardians)?
