To make a long story short... turns out there is allegedly a bad route between me and CCP's content servers. I can download the installer, including the offline one, but the payloads I get 0Kb.
I did a network trace and can see where there is an obviously garbling of transmission between my router and the CDN. Tracert to that IP times out after 30 hops (which is too many). I sent the network trace to CCP in my trouble ticket and they say no one else is having this problem. Of course they say that. They've given me two options:
1. Download the files from somewhere else (how? I don't have a laptop to carry around)
2. Have someone else download the files and send them to me
3. Have someone archive their own Eve directory and send it to me; Eve does not write to the registry. This one floored me for reasons pertaining to security.

But no offer of help from CCP. Instead I get (paraphrased) "Not our servers. Not our router. Not our problem. Thanks for the years of subscribing two accounts though! kthxbai"

Before I discovered that I went from two clients installed to none. Someone from CCP tell me why I shouldn't leave it this way. Someone from CCP at least pretend like someone cares for the subscribers.

I'm about to walk away from a six-year account and three-year account solely because your people lack the initiative, or "give a damn" attitude to offer to help me in some way (do you people know what DropBox is? I haz one).

NB: in fairness they also said to contact my ISP to report the bad route/router. I did that and got the answer I expected. I'm with Charter Cable; as soon as they heard I was having trouble with a 3rd-party app they directed me to CCP support. The front-line people don't know enough to understand what I'm saying with "tracert failing at 30 hops" and "I have a network trace showing the problem. Who do I send it to?"

So it's just been one big fuster cluck of pointing fingers.
