Issues, Workarounds & Localization

I belong to a corp that is having a few problems with rolls, we have someone in the corp who wants to spin pollimer arrays, but to be able to do so, he need a roll that is very dangerious to give out. It would allow him to unachor stuff and go threw tower shields that have a password. one way to work around this problem is if only a ceo or equivalent ranked person were the only ones able to ignore or change the password outside of the shield itself, as it currently stands anyone with config starbase can put the tower that has a password to corp use and just go right in and unachor stuff. so ethier a different roll or a change would help the corp mate run his pos as he would like to without worry of him steeling from another tower that has a password on it. your opions are welcome.
