[glitch] drone scope chips not stacking penalized

Drone scope chips are not stacking penalized with omnidirectional track links AND/OR against other rigs. Is this intentional or bugged like targeting system subcontrollers used to be?

Dominix with 3 scope chips and 3 FN omnitracks has Gardes at 122km optimal.
Unbonused ships reach 80km optimal.

With functional tracking penalty between the 6 mods the improvement would be negligible.
