FPS capped at 30

Hey guys,

As the title says, my fps in EVE is being capped at 30. This problem is new and came about after upgrading my OS (to Windows 7 Ultimate). I've made sure every driver I can think of is completely up to date and searched through my Intel/Nvidia graphics control panels to see if it was something there, but I've had no luck. So, I turn to you.

I'm not that big of a computer person, so I'm not entirely sure what information you all will need in order to be of any help. If you'll let me know, I'll get it to you.
