Bounty and Crimewatch Flags?

If a Pilot has a Bounty on him/her, but no other Crimewatch Flags, would someone firing on them incur a negative flag/status of some sort (in high security space)?

Reading random stuff on wiki while mining, and came across info regarding the Bounties, but not clear about this question?

Unless you're at war (or have a killright?), you'll get concorded for engaging non-suspect/criminals in highsec.
