Well I originally protestested the removal of learning skills becuase at the time ccp had no way to compensate

It's a bit hard to sum up all the good reasons to make this change. I'm not sure why you would think a one month account would have any sort of advantage over an older account. Unless you are talking about the 100% skill training bonus which is already in place for new characters.
