Warping around the Gates and jumping Different Systems, Noticed I have to manually Jump My Astarte. If I click the Location in the Context Menu Tell it to Jump.. It warps to the Gate... but doesnt Jump at all. I have to manually Tell it to Jump now.

You're probably missing the pop up box that says to try again later. On the test server, not every system is loaded until it has to be loaded. So when you try to jump, it tells you the system isn't ready yet, and to try again.

With the increase in shiptoasting, the Report timer needs to be shortened.

That actually occurs on the live server now actually.

Been bugging me for awhile now. Works on stations though.
