Except that, for long range guns, Rails already have fairly good ROF being slightly below Beam Lasers before the changes and slightly higher after. Overall a ROF bonus would be worse because that increases your DPS by the same amount but increases cap and ammo usage where ROF does not. Therefore ROF bonuses are generally slightly worse than a straight damage increase, making up for this in allowing you to switch damage between targets quickly. Hybrids in general already have good ROF and therefore do not need this.
