I looked at the market charts and its not even as expensive as it was a year ago.

Seriously?

When they have the biggest pile of it and drive up the price,
they do it for themselves too,
making their stockpile more worth and thus
can make huge profits by selling it again at inflated prices,
which means they crash the market and everybody else has to suffer a loss.

Edit2: Actually sometimes i'm confused about all the things they could do to highsec,
