So why are C4's considered the worst WH?

C4/C2s are great for PVP. Kind of terrible for PVE though unless you like farming out of the C2's static.

C4s are great for small gang (3-10 man) fleets for PVE or PVP. They are awful for more than that, or consistently small gang (1-3 people) corps. The money isn't a whole lot better than pimped out C3s, but it's pretty quiet usually.

And yes, for a while there, almost every C4/C3 in the game was owned by Russians.
