Short answer: your friend should be OK. Not everyone has a static IP - I know I don't - and multiple accounts logging in from a single IP is far from unheard of. Heck, CCP even touts people using multiple accounts in some of their sales pitches. Your friend's hardware signature isn't going to change, and I don't think CCP has an automated ban-hammer that engages without a human being saying "wait, that doesn't look right".

Same IP is likely no problem. Same computer may look suspicious (CCP records a hardware fingerprint).

Additional:

I am currently between residences. I've logged-in to the game and forums from a least a half-dozen different IP addresses in the past two weeks.

Right now I'm logged-in using my tethered mobile phone.

If you and your friend get in trouble, than my husband and I are next, then! We share a single modem/router, and have three accounts between us.
