They never had a targeting range penalty. It's always been an Optimal Range penalty, which goes in line with "your ships go faster, but your weapons systems don't reach as far" as is seen with every other penalty.

[edit for on topic]: I'd like to see SOME sort of change to Black Holes. Right now unless its a C1 or a C2 its uninhabited. Even then, most of the C2s stay uninhabited unless they have a nice static.

Y'know what would be interesting to see in BH WHs (and by Interesting I mean I half expect everyone to say "No"): Warp accuracy decreases. For example: You have a POS and warp to it. The black hole's gravitational effects interact with your ship in warp, pulling or pushing you one way or another, so that when you arrive out of warp, you're a certain distance away from where you actually want to be. Alternatively, and probably easier to code, multiply the capacitor needed to initiate warp due to having to combat those gravitational fields.
