I can't do tutorial missions?

I want to increase standings with Caldari Navy for lower taxes in Jita.

I decided I'd start with doing all the tutorial missions, so I looked up the tutorial agents in eve wiki:
http://wiki.eveonline.com/en/wiki/Tutorial_Agents#Caldari_State

However, when I search for these agents in people and places, and try to start a conversation, I get this:
"The selected character, Saatigata Osila, is not an Agent."

If I fly to the station where they are supposedly located, there is no such agent by that name there.

What's going on here? Were these agents changed?

You could always start with the level 1 missions. Tutorial wont do that much for you in the case of standing. Actually what you want to do is starting running missions for Caldari, Epic arc, talk to the COSMOS agents and leveling up social skills. It's a decent bit of work just for cheaper Jita taxation.

If you look at the very top of that page you'll see the following sentence :

(These Agents are currently unavailable due to early retirement.)


They were forced into retirement by Aura New Player Experience (Tutorial).

After completing that Tutorial, Aura should then refer you to 5 different Career Agents located near you. After completing those agents, you'll end up with a few different options :

Join Factional Warfare for PvP action

Continue PvE missions with the Level 1 Sisters Of Eve Epic Arc

Pursue one of the other Career paths :

Exploration

Mining

Trading

The list goes on, you can be a Pirate, do PvP, do Invention, run Courier, join a player corp, etc. If you want to continue doing PvE missions and build up positive Faction standing with one or all of the Empire Factions, check out 'The Plan'.
