Tooltips on inactive window not working

I ran a search, but couldnt find a previous thread.

The issue is, most tooltips in Eve do not work, unless EVE is an active window. Specifically, the tooltips for any NeoCom button, or item in the overview.

Strangely, the tooltips showing your module information, displays fine.

Asking around, I have come to the folowing conslusions:

Both XP and Win7 are effected
Both ATI and NVidia are effected.

This is quite a big issue for multi-boxing

Luckily I manged to work around it by switching the inventory to list mode but that won't work with other tool tips :(
