My EVE runs slowly.

As the title states,my EVE is running slowly.Even when i lower the settings to "Medium" level i still get slow response times and it does not run smoothly in general.Also,when there are many things on the screen (ie POS,Complexes) it runs horribly slow,to the point of being almost un-playable.What can i do to solve my issue?I 've recently had someone to format my PC so it shouldn't be blamed to other software,since there is not much installed,and not demanding.I checked my FPS and its around 5-10What?.Isn't that pretty low?Sad
I currently have Windows 7 Ultimate edition.My RAM is 3GB.Processor is Pentium (R) Dual-Core CPU T4300 2.10 GHz

ALSO,according to Speed Fan program indicated that my GPU is stable at around 70Degrees celcius.Could that be he cause of the problem?High Temperatures?If so,how can i lower them?
