So did CCP move moons to Fountain on purpose, to aid goons again?

Its a little strange, that all the tech got nerfed, then they move all the moons to fountain, where we all know there has been tension between test/cfc.

Seems a little deliberate...

Yet again why did CCP move the moons into one region and still not spread them out...

You sir, have no clue what you are talking about.

The war between TEST and the CFC, was already close to erupting almost a year ago.
Besides this, it actually started BEFORE Odyssey and if i'm not mistaken, not much was known about locations of moons back then.

EDIT: I of course mean changes to the composition of the moons.

CCP knew that, some time down the line, Goons might exist. So, to facilitate their swift takeover, they developed a game called Eve, to create an outlet for the Goons' righteous rage. And now, years down the line, their plan has succeeded!

The goons have only just managed to assemble a database of about 80% ish of all the moons compositions.

If they wanted to help the CFC, they would of put the R64 in region they already control. Why make them go to war for it when you can just give it to them for free?

You don't have a clue what eve is about or the heck is happening but let me tell you something that should be simple enough for you to understand:

If CCP wanted to give something to goon they'd put new valuable moons in Deklein, not in Fountain.

Now if you understand the first part let me give you a hint about the second part: Test backstab CFC at some point when a year ago GS fought over Fauntain and gave it to Test.

Test is getting what they searched for: boots to asses

Moons?- that's a minor detail.
