I have found J165803. It has U210 to lowsec , it does not have a static to another c3 or any sleeper space.
It has 19 of the Encounter anomolies. 3 gravity sites, 1 radar, 1 magneto and a random wh from a c3 at the time i'm writing this.
There is an offline abandoned pos at moon 18 belonging to Islay Industries.
There is an abandoned offline pos at moon 15 belonging to "we own the night"

Update - a wormhole to highsec has spawned - in a nice place too. Its a random spawn but will last for today.
