The only way you will lose your implants in low-sec is if you run into a smartbombing camp. It's very rare to encounter these in random places (i.e. once you are familiar with the geography of the regions you roam you know a small handful of systems where you might encounter such a camp and running into one in an unusual place is so rare that I feel fine flying a t1 frigate around low-sec without bothering to get out of my 3b clone.)
