8x Gatling Pulse II with Scorch S or Navy Multifreq S
1x Meta MWD + 1x Disruptor (sometimes even a web, if I am in gangs, why not)
2x heat sink + 1x Damage control (sometimes 3x heat sink, I just can't go out without DC sometimes.)

There is no such thing as "best loadout" - there are only broken ships not allowing for many good loadouts.

One of my favourites is a glass cannon of a cruiser, still, it is pretty awesome for going after kiters, and for only a third of the price of a Vigilant. Overheated does it fly with up to 4000 m/s and deals up to 890 DPS:

More of the opposite is the following Vexor. It is a cheap standard T1 cruiser with 30k eHP and 220 eHP/s shield boosts plus 39 GJ/s neut pressure. Slow, but resistant to brawlers and leaves time to do the "drone jockey":

I'd have to say my favourite ships at the moment are the Enyo, and Wolf. Assault Frigates are so much fun to fly because they pack destroyer firepower into a frigate sized hull with a sexy sig radius and awesome tank. Both of these ships are great for taking on larger hulls such as cruisers and battleships. Battlecruisers can be an issue because they melt slower than cruisers, and their guns do manage to hit you sometimes.

Now I have a reason for the low meta items on this. That sole reason is CPU. This fit is exactly 193.0/193.8 CPU available. The grid is also really tight. With my skills (AWU 4 and Hybrid Rigging 3) and no implants, it sits at 68.4/68.8 PWG. Oftentimes I swap the explosive plating for an overdrive, and that gives me the 1 extra grid needed to fit the meta 4 nosferatu. With the explosive plating this fit goes 2300m/s, but with the overdrive it pushes up to 2600m/s. DPS sits right around 300 with faction antimatter.

Now, for the Wolf.

Once again, grid and CPU are tight. With my alt's skills (AWU 4 and projectile rigging 3) the grid is at 59.9/60 PWG. The CPU with the T2 scram is 168.0/168.8 . If you spring for the meta 4 scram, or just downgrade to meta 3 (you lose all of 400 meters of range ) then you'll have a bit more CPU to play around with. This fit has taken down battleships, cruisers, and many other Assault Frigates. I can confirm it is good. It rips at 2300m/s and pushes out 230 DPS with faction EMP/Fusion/PP. Your kinetic hole is gaping so keep that in mind when engaging Caldari missile boats.
