Question About Definition Of A Complex Organism (PI)

Hi,

I'm preparing some RP project and I was wondering about the definition of a Complex Organism (from Planetary Interaction) in EVE. In the description there is following:

Organic flora and fauna growing on worlds across the cluster technically qualify as “alien life,” though none of it has registered as sentient. However, their usefulness as comestibles or building materials in other areas of industry is invaluable.


After that I was searching on the interwebs and found this definition of a complex organism:

A complex organism is one which has multiple cells that perform different functions. These organisms can be seen without the help of a microscope. Examples include: humans, plants, dogs, goats and other plants and animals.


That would basically mean that everytime someone harvest a Complex Organism via PI or a buy one via market, there is a chance to find a new lifeform (even a bigger one) and make a historic discovery.

Would that be a correct assumption or am I getting something wrong here? Also I'm wondering why none of these organisms are registered as sentient. Does it mean there are millions of unregistered lifeforms nobody cares to register? Or just the smaller ones?
