Do you need to meet the requirements of a blueprint in order to research it?

Bring up the properties of the BPO, go to Bill of Materials. If any special materials or skills are needed for copying, there will be a Copying tab that lists them (as rigs have), similarly for material research, productivity research and invention.

Since the Rorqual does not have that tab, the BPO needs no special skills or materials to make copies.
