Take an example of a ship loaded with contraband that is busted at some border crossing.
It is then that the pilot is only offered the boolean action of surrendering the contraband or not surrendering the contraband, in the form of a pop up screen.

It is that "pop up screen" that prevents the pilot from accessing it ships self destruct for instance.
It is that "pop up screen" that is the flaw here and limits the pilot's actions in an circumstance where s/he is only scrambled webed and targeted.
