Title: Office buttons appear when they shouldn't when merged

Server / Build: Tranquility / 548234

Description:

The "Rent Office" and "Move HQ Here" buttons do not appear consistently when merged into the station panel.

Reproduction Steps:

1. ESC -> General Settings -> Check Merge "Items" and "Ships" into Station Panel.
2. Un-dock.
3. Re-dock.
4. Change to "Offices" tab. Note the "Rent Office" and "Move HQ Here" buttons appear.
5. Change to "Items" tab. Office buttons remain.
6. Change to "Ships" tab. Office buttons remain.
7. Change to "Agents" or "Guests" tab. Office buttons disappear.
8. Change to "Items" or "Ships" tab. Office buttons no longer present.
